Excellent reframe on how the certainty illusion drives NZ's property obsession. The Ellsberg Paradox angle is spot on becuase people will keep choosing the "safe" leveraged property bet over startup equity even if CGT makes them equal on paper. I've seen this play out in Australia where CGT exists but peopel still pile into real estate like its the only game in town. The psyhcological shift needs to come first, not the tax policy.
